The Ministry of Education and Training is drafting a Circular promulgating on regulations regarding the management of foreigners studying in Vietnam, including: conditions for accepting, training and managing overseas students; the rights and responsibilities of international students; implementation organization.
Exchange students who attend refresher courses must meet the conditions and standards
This draft Regulation applies to foreigners studying at educational institutions under the national education system of Vietnam, including: primary school students, junior high school students, high school students, students of pedagogical colleges and universities; students of the Master's training program; postgraduate; students of the training programs to improve their qualifications; interns (collectively referred to as overseas students) and related organizations and individuals.
The draft clearly outlines the conditions for accepting, training and managing overseas students. Accordingly, the academic and professional conditions are: Students entering high school, pedagogical secondary schools, pedagogical colleges, universities, masters and doctoral programs must have at least a diploma equivalent to Vietnamese diplomas. These diplomas are specified in the Admission Regulations, Training Regulations and Vietnam's current regulations for each level of education and training.
Exchange students who attend refresher courses to improve their professional qualifications must meet the conditions and standards agreed upon between Vietnam and the training sender or under the signed training contract.
Regarding training fees: For international students under the Agreement, the standards, regimes and training expenses shall comply with the current regulations of the Ministry of Finance and the Agreements signed between Vietnam and the sending party.
International students have to extend their study time to complete the training program due to reasons of changing majors, changing educational institutions, the individual studying does not meet the requirements so that the study progress is not ensured. These students will not be eligible for the scholarship regimes you are enjoying in the prolonged period of time.
For international students not included in the Agreements: Training fees shall comply with agreements and training contracts signed between scholarship sponsoring organizations and individuals with educational institutions, or overseas students with educational institutions. International students bear all other costs incurred during their study in Vietnam.
In terms of rights, international students are treated equally as Vietnamese citizens; provided with sufficient information for learning in accordance with the conditions of the educational institutions and the institutions for the overseas students; allowed to use equipment and means in academic, cultural, physical training and sports activities of educational institutions and institutions for overseas students; entitled to participate in cultural, artistic, physical training and sports activities of students organized by educational institutions for overseas students; able to return home for summer vacation, public holidays, invite relatives to visit according to Vietnam's regulations; leave, sick leave or leave for medical treatment with the consent of the educational institution, etc.
Overseas students have their rights and responsibilities
It is the responsibility of international students to comply with the laws of the Socialist Republic of Vietnam; respect Vietnamese customs and traditions; comply with the Regulations on management of foreigners studying in Vietnam, the Training Regulations, and the school's charter for each educational level and training level promulgated by the Vietnamese Ministry of Education and Training; Regulations and rules of study and activities prescribed by educational institutions and institutions for international students.
At the same time, overseas students in Vietnam must comply with regulations on foreign workers working in Vietnam in the case of their working or working part-time in Vietnam; have friendly relations with Vietnamese citizens and students from other countries; preserve and protect assets of educational institutions and institutions for international students.
